I would say that the details of implementation, including the any changes in
the existing wording of the Greeter Letters or a new Greeter Letter #3
specifically for newcomers would be the responsibility of the Greeter Chair.


Details like that are a part of the leadership duties of the relevant
trusted servant and not a group conscience decision.  Concept 3 tells me
that the right of decision makes for effective leadership and that to have
effective leadership I need to let our leaders lead.
