Heather's idea of offering to pay a portion of a member's expenses goes
along with my mention (& I think Jerry's) of a scholarship.  A scholarship
can be X dollars for one person, or it could be X dollars divided by a
couple of people.  

The other point I'd like to make is that the idea is to fund someone who is
a trusted servant of the meeting.  It is not a prize like a raffle prize,
because that would violate the Traditions.  Instead, it is to help defray
the cost of a trusted servant to not just attend, but to try to get
something done in the way of contacting others from the online community, to
attending workshops that may be appropriate to our meeting, AND to return to
ASP and provide a report to the meeting.
