I have two thoughts.  
1) working with a variety of nonprofits, I've found it very helpful to have a "manual of basic procedures" so to speak, outlining common tasks, for these types of positions.  It makes it much easier for someone new to the position to feel comfortable.  Especially in a position like this that hints at expertise someone may not feel like they possess, or that may hint at a time commitment that is overwhelming, but isn't actually required.  I have little confidence in my minimal technological ability, and would never consider a webmaster position, but given the most recent comments I might even have the skill set needed for just such a responsibility as I am very capable in a variety of software packages.  If you could provide the procedures, I would feel comfortable.  And many others may feel the same if that is how this position is described.  As it stands, I imagine many believe they'd need the skill set of a systems analyst or similar.  
2) In our face-to-face meetings, we have a section of the meeting where we provide announcements to the entire meeting body. You aren't called to a group conscience meeting or business meeting to learn of service opportunities, which typically is a smaller group of the entire meeting body.  When announcing service opportunities for the group, or other opportunities in the area, an explanation of the position and the abilities needed to successfully provide the service is included.  I wonder how many of the 700+ group (or if it needs to be reduced for reasons referenced by Jerry) even are aware that this position is available and so desperately needs to be filled.  I think the only time I've read about it has been in the business meeting. And someone may be a great fit for the service, who might not come to the business meeting.

How about having the/a past Webmaster temporarily 

acting as co-Webmaster with the new one for a 

few months to get someone without full knowledge 

of how to do things up to speed? 

  

My suspicion is that the title itself scares folks 

with limited computer savvy away. If we offered this 

maybe there'd be someone who would become willing 

step up. As some- one who stepped forward in the past 

(Treasurer) I recall the uncertainty of whether or not 

I was up to the tasks required (and of course it turned 

out to be fairly simple - after all it was just another 

set of my fears :-)
