How about this, Al-pals?

We ask the SC to prepare a budget for the next year and determine a) what
the expenses will be for the next quarter; b) what extra expenses/programs
need to be considered (outreach etc) and voted on in the business meeting
in the next six months; and c) what the excess funds are for the account
balance - (quarterly expenses + 1/4 of the possible expenses) that we can
send to WSO for their work in outreach?

Then in 2 months we can come back, after having asked for the input (so no
one feels like the SC did this to force us into something, but yet letting
our trusted servants do their jobs) and then discuss and approve it?
