My preference is to donate all our excess funds over the prudent reserve to WSO
this go-around, leaving the option to do things differently to future business 
meeting participants.
 
Even though the percentage suggested in Steve's compromise proposal is 
minuscule, 

I have a problem with choosing one country over another as the recipient of our 
donation.  The "W" in WSO/WSC stands for "World" and I'm comfortable that
they are trusted servants who are more knowledgeable and far-reaching and my 
preference would be to trust them to use our donations prudently.
 
Knowing that I have been "heard" in this meeting, in the interest of making some 

progress, I too can live with Steve's proposed compromise if that is the group 
conscience.
