I guess I'd have to ask why we are contemplating adopting a relatively complicated process to accomplish such a simple task? Since our goal is unanimity, the existence of much more than a sliver of disagreement denotes a lack of sufficient unity. A simple observation can determine whether our goal is or is not being met on a topic being discussed; why not just do a quick review and announce that observation?
