This issue seems to be much more complicated than I originally thought. I am not sure that I want to rescind any motion at this time. 

 We have just formed a committee to review our newcomer information.  We could either table this or ask the committee to make a recommendation.  After we hear back from the committee, we can revisit the issue.  Then we could make an informed decision.
