Beverly,

Robert's Rules require a unanimous consent to approve permission to withdraw a motion without balloting. Using this straw pole would require every member of the Business Meeting to reply "agree" in order for the withdrawal to pass without a vote. Time is not an element, in fact creating a time frame could make it more likely someone among us would not get a vote in. If there are any "disagree's", we would then move to formal poll voting. There would be no discussion permitted. A simple majority in favor would then result in the motion's withdrawal. We could then entertain another motion.

That's how I read Robert's rules, anyway...
