No, that is not currently the case. I was stating my personal position. I fully expect others may have other thoughts.
The point I'm making is that ASP has been acting on an interpretation of the FS&P language regarding voting which does not match the simple, approved wording.
To my mind the Business Meeting would have to determine by discussion and vote what is the proper interpretation of that language. There may be hard evidence of the original intent of the wording which may change my stated convictions, but hearsay or unsubstantiated recollections would likely not sway me.
To be clear, our business practices over the years HAVE counted "did not votes" in calculating substantial unanimity. That does have weight for any discussions. But only relatively recently have we had significant "did not vote" numbers so there has been little concern in the past over this. Now we have so many "did not votes" that their absence controls our business outcomes rather than active participants' deliberations and choices - even when voters are near unanimous on some motions.
I believe it's time to address this so the group's Group Conscience is determined by participating members rather than voided by non- participants. [Participation being the key to harmony!] As a side benefit my stated position would put ASP in alignment with common F2F business practices, noting that we make the claim that we are as much like F2F as possible. As currently practiced our substantial unanimity calculations are not at all like F2F business practices.
