Hi Adrian,
This is how it works:
1. I am the acting Secretary and as such the Chair of the Business Meeting.
As such, I have all the duties and responsibilities of the Chair during the
entire meeting, from the time we open until we adjourn.
2. Anne O. had requested the List Administrator/Founder topic, so I gave
her the floor for that discussion, however I did not relinquish my position
as Chair of the Business Meeting. Anne was free to introduce her topic and
to inject comments, explanations, etc. as the discussion ensued.
3. In other words, Anne was given the opportunity to lead the discussion of
that particular topic, but that did not include the duties and
responsibilities of Chairing the meeting. Those remain with the Chair.
4. We normally allot one week for each phase of our Business Meetings to
allow our members to participate. In this case, we went over that time
allotment for a single topic. If there had continued to be active
discussion and perhaps progress towards a consensus, then I may have
extended the time. However, in the last day and a half of discussion there
were only 2 posts after mine, hence my decision to table the discussion.
Concepts 3 & 4 in play.
5. I should note that even IF we had reached a clear consensus during this
month's Business Meeting allowing us to move onto the formal motion-making
phase, we would NOT have voted this month. ASP policy requires that we
extend the discussion and voting process to a minimum of 3 Business Meetings
over a period of a minimum of 5 calendar months:

"Issues which would result in a major change to ASP or are controversial in
nature will have a delayed discussion and voting procedure.
Month 1: Announcement of topic followed by truncated discussion to
illuminate issues. Discussion limited to 1 week.
Month 3: Full discussion of topic. Discussion may be extended to following
month(s) as needed.
Month 5+: Voting on motion."

It is important to understand that ASP uses a KBDM process in its Business
Meetings. That process is described in detail at
http://asp-afg.org/members/kbdm/. Regarding the making of motions, our KBDM
process clearly states:
"b. All motions are out of order during the KBDM phase of the group
conscience."

Hi,
I thought Anne O. was leading this discussion. Are you making a motion to
table the issue? Concept 3 - decision making makes effective leadership
possible - is tempered by concept 4 - participation is the key to harmony.
