I’m so grateful to participate in this meeting, and my observation is just this:  
When the call for volunteers to chair came, I had 6 months in ASP and many years in another 12 step program. I was the last to volunteer and was giving Wednesdays as my day and Traditions and Concepts as my topic because no one else wanted it. 
It was by the grace of my HP that I got to serve and I am grateful for whoever refused Traditions and Concepts and left it open for me! I was not asked about any qualifications for my service and was given no direction other than to get on the ASP site and read the instructions. 
I would love to be on a list to fill a need as a chair at any time - a “back up” list of willing members for the Secretary.
Granting the Secretary discretionary leeway to secure chairs with less than 6 months in Al Anon and ASP after an “all call“ for volunteers makes sense. 
Six months is a fair amount of time for both waiting to chair and for the length of service.  It seems that the only change would be to the Secretary‘s duties in regard to filling the chair positions and including changes in the Secretary’s report.
