[Businessmtg] Changes to ASP service structure

The structure as it stands has been problematic for various reasons.  The proposed structure has been carefully thought out by the steering committee.  I suggest that we accept their proposal as soon a possible and move forward.

It's impossible to tell exactly how something will work out until we try it but things are not working well now.

I'm hopefully that the appointed recording secretary position will count as service performed when qualifying for other positions that require previous ASP service.
