Hi Usha,
The Assistant Secretary position is not an Alternate Secretary position.  
There are very significant differences between an Assistant and an
Alternate.
An Assistant is appointed while an Alternate is elected.
An Assistant assists and no more.  An Alternate replaces the original
officer when/if the original officer is not able to perform the duties of
the position.  
It may help to think of the Assistant as an Administrative Assistant for the
President, while an Alternate is the Vice President.

Thank you everyone for your service and thank you Steve.

I apologize for not responding as I was bit confused.  I agree for the
removal of Web Master's position, and giving the job to the secretary. But
does the term used for the post of Assistant to Secretary mean Alternate
Secretary as normally done in f2f meetings ? I hope  I am rightly asking.
