Excellent questions & observations.

Motion #9 states:
“Members of AA who are members of Al-Anon are not eligible to serve in positions that could lead to the development of Al-Anon policies, as well as those positions which represent an Al-Anon meeting to the greater Al-Anon fellowship, or those positions that are directly responsible for the Al-Anon message carried to the outside world. In applying this long-standing Al-Anon policy to the ASP online meeting, it has been determined that members of AA who are also members of ASP are not eligible to serve as Officers of ASP or on the ASP Steering Committee.” 
Therefore, a member of ASP who is also a member of AA would not be eligible to serve on the Steering Committee, hence not eligible for the Founder position.  
There is no such thing as a non-voting member of the Steering Committee.  Some years back, we did fill the two At-Large positions briefly.  If someone gets elected to the SC, they have voice and vote.

Thank you for kicking off the new topic, Steve! Your service is appreciated. I agree that the founders offer up a great resource, and I have some questions on how Motion 4 changes the steering committee as outlined in the founding statement (http://asp-afg.org/members/founding_policy/) relative to the service manual. Thinking through who our founders are and eligibility, am I correct in surmising that members who are also AA members are not eligible to be a “founder,” because these two positions, as proposed, will both be positions with a vote?  Neither the two founders nor two general ASP members of the SC are listed on the service structure page (http://www.asp-afg.org/ASP/nbm/structure.htm), so I wasn't sure if these are currently non-voting positions on the SC that allows double winners to serve in a non-voting capacity and if, with the proposed change, we'd be eliminating their voices on the SC by changing the founders to voting positions.
