I like the idea of removing the dollar amount from our prudent reserve and
using 'one year's expense' as determined by the SC. This would seem to
simplify things. However,  if this would be more complicated for the SC,
the $1633 amount sounds reasreasonable.

Regarding donation of excess funds, imo we should donate our current excess
to WSO now.  since that is the only entity prepared to receive it at this
time. It's not helping anyone just sitting in the ASP bank account.  When
area and (maybe) district have bank accounts set up, we can begin donating
to them as well in the following quarter. Regarding the percentage to Area
(when able to accept money) District (if and when created) and WSO;
whatever our group majority decides to do is fine with me.
