Our previous decision was to hang on to funds beyond the prudent reserve
until we know what is happening with the new Area.

Now we have an Area and we know that they will be set up to accept
donations soon.  That's enough clarity for me.

I think it's time to release those excess funds.  Deciding exactly how to
do that could be a challenge but I would support any plan that reserves
some for the new Area and sends  the rest to WSO.  If/when there's a
district of course we should support that too but that's in the future.
