Hi ASP,

I have seen a couple people mention that we were withholding donations to
Area, District, and WSO until Area and District were set up.

In looking at the archives from October 2021, it appears that our Group
Conscience was to withhold contributions *until we had recalculated our
yearly expenses/prudent reserve. * I believe this was based on the premise
that we anticipated an increase in expenses related to the creation of a
Group Representative for ASP and costs that position might incur, as well
as increased prices for mailbox rental, server fees, etc. Someone please
correct me if I am wrong.

Since our PR (prudent reserve) has been updated, I believe we're at a place
where we can and should resume donations. Since it seems that Area will
soon have a functioning bank account to accept donations, and District is a
long way off from being ready, I propose we donate  40% of our excess
funds  to WSO now, and withhold the remaining 60% until Area is ready. In
keeping with what the majority of groups donate-60% Area, 30% District and
10% WSO. Since we don't have a District yet, our GC could be "Quarterly
donation of excess funds as follows-60 Area, 30 District, 10 WSO, with the
combined District and WSO funds (40%) going directly to WSO until such time
as a District is created".  This would eliminate the need to revisit all
this if/when a District is created.Keep in mind, WSO has received nothing
from us for the last 2 quarterly donations.
