[Businessmtg] Consensus → Motion Needed

Hi ASPers,
Considering that the members that spoke regarding issues they had with what
I thought would be a consensus last week, have spoken in favor of the
potential consensus I posted last night. Therefore, I believe that we do
have a consensus as noted below between the rows of arrows:

1. Prudent Reserve to be one year's operating expenses; actual amount
determined by Steering Committee as needed.
2. Excess Funds to be donated quarterly according to the following
formulae:
a. Interim: Until ASP belongs to an Electronic District
District N/A
Area 60%
WSO 40%
b. Permanent; once the conditions of (a) above have been met, the
following formula for donating excess funds applies.
District 60%
Area 30%
WSO 10%

At this time, the Chair (that's me) calls for a motion that contains ALL of
the items in the posted consensus. This needs to be written out, not merely
referred to. It's OK to quote the above consensus verbatim as part of the
motion (less the arrows, please), but not OK to make substantive changes,
additions or deletions.
Once there is an acceptable motion on the floor, and a second, we will begin
a week of discussion on the wording of the motion. Since I'm likely to be
on the late freight tomorrow, Lynne as the List Administrator and Alternate
Secretary, may allow or disallow the motion offered depending on whether it
meets the requirements of the consensus. If Lynne or I allow the motion, we
begin a week of discussion on the actual motion. If Lynne or I disallow the
motion, then it is null and void even if seconded, and we need a new motion.
