[Businessmtg] Steering Committee Questions

I'm sorry if I'm asking questions that have been asked before; perhaps I am just easily confused. I've been trying to follow the topic of the vacant positions of the Steering Committee. I did a Google Search, which lead me to this Al-Anno Service Manual, https://al-anon.org/for-members/members-resources/manuals-and-guidelines/service-manual/. I then did a search in the service manual and found this:
Business or Steering Committee:
*Deals with questions of policy and local public outreach.*Deals with any internal problems that arise between the group's regular business meetings.
The discussions make this sound like an intimating position, but this makes it sound simple. Which makes me wonder, what am I missing? Is it simply the lack of volunteers? I get we follow the traditions and concepts, I think that is what makes the program so solid. But I feel like things are over complicated, and for someone like me, I need it dumbed down to simple terms.
The only position I fully understand is the Daily Chair, having done it myself. I understand there is a welcome committee, who I believe is made up of a few members that welcome new members. I don't know how big that committee is, or how long they serve. I know we have a Treasurer, Secretary, etc. Those feel above my ability/commitment, so I haven't dug into those. For me, it has taken diving in to better understand.
Maybe I'm asking to dive into the Steering Committee, but I want to understand it better first. I know it's been talked about, but I still don't understand it. Could someone message me and help me grasp it better? I apologize if I'm not doing this correctly. I greatly appreciate our online format, but I can see how a F2F would be beneficial so I could simply pull someone aside and ask. I think that is why I usually quietly observe. But if I'm always confused, how can I grow and contribute?
