[Businessmtg] ASP Steering Committee Service Requirements

I am in favor of lowering the requirements to apply for a position on the
Steering Committee to 1 year membership in ASP plus 6 months in an
appointed service position, because it's an elected position we're talking
about, anyway.  We review the resumes before we vote, and we do have HP
working through the business meeting (Tradition 2).  We probably will need
to ask more questions of applicants for service positions, but that's not a
bad thing.
