Thank you all for your thoughtful comments.  I won’t pretend I understand
it all.  I don’t.
But here is what I do understand.

I do like the idea of the digest summary to bring back to the meeting.

I don’t like that it is forcing a solution that may not be reversed.

I do like the idea of having a new group start over.  Bring the first task
force’ s info to the second group and see if they come up with the same or
similar recommendations.

Thank you for the Japanese group’s information.  I particularly like this
statement:

“We agree with the Task Force reasoning that mixing up
various platforms and languages by districting based on UTC meeting start
time could generate exchange of various views, which in turn fosters
understanding and unity.”
With the emphasis on “various views which fosters understanding and unity.”
