[Businessmtg] A side note about archives before I introduce the next topic

Hi everyone,
I meant to mention this during the staff reports, but forgot... I don't
want to take away from the discussion of the next topic, but I did want
to address the Steering Committee rationale for not including a
discussion of the issue of archiving shares.
For those of you who have not attended either of the last two business
meetings, we have been discussing changing ASP's practice of archiving
shares. This is considered a major change of policy and so is required
to be discussed at three Business Meetings before a consensus can be
reached or discussed. We have discussed it at two BMs so far. This could
have been the third.
To clarify how our BMs are structured, we discuss one topic for one
week. So that means that we can discuss 4 topics each BM. One of those
topics is always the staff reports (the first week). The SC made a
decision that electing new SC members was the priority this month, which
meant that one week would be for discussion of resumes, and one week
would be for voting. Which leaves only one week to discuss other topics.
If we had included the archives as a topic this upcoming week, we would
not be able to discuss a consensus (if one is reached), which requires a
full week, or vote on that consensus, which also requires a full week.
Which is why we did not include it this meeting.
I also do want to mention that the final decision on the BM agenda falls
to the Secretary. The Steering Committee discusses the agenda on our
quarterly zoom call, and in my experience comes to a unanimous decision
on the agenda. But the Secretary has final right of decision on what to
include or not include. So this was my ultimate call since I am acting
Secretary. I'm happy to answer questions on the process or the decision.
Since my term expires on April 30th and we did not elect a Secretary
this meeting, the SC will figure out who will be acting Secretary as of
May 1st and so who will chair the BM in July.
I am going to move onto the final topic of this meeting tomorrow.
