What constitutes participation?

My thoughts"

Someone who participates regularly in the meetings e.g.. once per week...

A person who has served as a Chairperson/Alt. Chair. 

My assumption is those that are in the business ,meeting would recognize the names of members who contribute to the meetings regularly and we have a choice as to whether or not to vole for them. 

I would like to know that the person is familiar with the Service Manual whether they have their own personal copy or on-line.
