Dear All:

Level of participation should be one criteria, but what about the quality 
of that participation? 

There are some members who send a flood of e-mails that are either 
non-CAL, rants about their qualifier or their life in general, or 
something that is far from what I consider ES&H. 

I believe quality and quantity should be considered when thinking about 
participation.
