Thanks Jerry for referencing the service manual for this discussion.  I
too am not comfortable holding excess funds over the prudent reserve in
our treasury.  It has been a few years since we defined our prudent
reserve however resolving the disbursement of funds over prudent reserve
remains outstanding.
 
For those that don't have a current copy of the service manual (mine is
6 years old!)  The Al-Anon website has a .pdf version available.  You

I am in favor of supporting the WSO with our funds over prudent reserve.

 
To answer JT's question, in 2008 there was a motion and a vote to send
newcomers packets, the motion passed.  Whether we have volunteers still
sending them I am unable to confirm.  The cost of the packets is
factored into group expenses.
