When people are volunteering their time, no one wants to feel like it is wasted energy.  That's why I always think to get buy-in before working on the details when preparing a proposal is helpful.  I think some agreement needs to be made in the business meeting about the goals, then a committee, steering or otherwise, can finalize the details and present the figures and options.  Those approvals can then help design and finalize the budget.  But direction must be collaborative, if it is going to received, appreciated and approved.  In my opinion.
