Good Morning,
So many great ideas!  
Would it be possible to incorporate the Guidelines for Beginners Meeting into the Newcomer section on our website? Newcomers are already overwhelmed when they join ASP.  I know I was.  I wanted to jump right in and get started.  But wasn't sure even how to do that.  
Or even an email to newcomers explaining specifically how everything works, how they can get answers to questions, etc.  This may or may not require a new service position.  
Unfortunately, some newcomers may not read all of the Daily Topic info from the very beginning.  What about a gently worded short paragraph at the beginning of the Daily Topic reminding everyone to stay on topic?
