Sandie, I'm adamantly with Steve on this point of order. 
  
KBDM, Knowledge Based Decision Making, specifically calls for full and informed discussion of a topic, and, only where there is a consensus formed within the discussion is a motion drafted then a vote taken. 
  
Where NO consensus is formed within the discussion, NO motion is drafted, and NO vote is taken. The chair simply announces that no consensus has been formed so there is no motion on the floor, consequently no vote. 
  
This is not a minor point. Forcing a vote against the standing Group Conscience on how we are to run our Business Meeting is inappropriate within Al-Anon. I don't see how anyone could conclude that this current Business Meeting has arrived at a consensus so it is entirely inappropriate to form a motion on this suggested requirement to send topics to newcomers. Time move on to another topic. 
  
Since there are only a few days in this month I strongly suggest that the Chair and all members of this month's Business Meeting use the time before the next Business Meeting (in September I believe) to inform themselves of KBDM, how and why it works, and come back together on the same page. 
  
Any other choice threatens ASP and its many years of good will and recovery. Let's not go there.
