Hi Beverly, 

No problem, but let's start over with this response . . .

1. The Business Meeting passed Motion #13 on May 18, 2017 that created a
Newcomer Committee be formed: "That a temporary committee be formed,
answerable to the Business Committee, to reassess ASP's newcomer-related
materials and how ASP could better serve newcomer needs."

2. However, the genesis of that committee was at least a month prior to that
and that communications had begun among committee members (Jerry, Kristen,
Anne & myself) no later than April 18, 2017. 

3. Laura was working with Jerry on this project In April/May - I was not
part of that discussion and therefore don't have those details. However, I
do know that on May 7, 2017 Laura formally asked these members "to serve" on
"the newcomer committee. 

So, while the BM didn't create and/or recognize the Newcomer Committee
officially until May 18th, the core of the committee had already been
working on the project for a month. 


So, why does any of this matter?

It matters in a situation like we have now where counting the days served
ASP has become an issue. It also matters because interpreting it one way
implies that the Chair does not have the authority to create a committee,
especially an exploratory or advisory committee. Obviously, no committee can
have any more authority that the authority of the convening body. Since the
Chair's authority is limited to making suggestions, a committee convened by
the Chair would be limited to making suggestions. 

Personally, I feel that the Chair has the authority to convene a temporary
advisory committee, and to appoint members to that committee, provided that
full disclosure is provided to the BM at the next Business Meeting and the
Chair keeps the BM fully informed of the committee's work, just as the List
Administrator is required to keep the Steering Committee fully informed of
everything going on in her bailiwick. 

OTOH, if the BM convenes a committee, then only the BM has jurisdiction over
the committee.. In this case, the Chair has no more control/authority over
the committee than any other member of ASP. 

Will this make any real difference with Kristen?  Nope. Not a bit. 

Fodder for another Business Meeting down the road.

Steve.  I am not sure I understand.  Are you saying that there was no group
consensus taken to form and vote on the Newcomer Committee?  That this
Committee was just created by the chair of the BM and the chair appointed
members instead of voting in members?  Not sure.  I remember having a vote
on a newcomer packet, which I believe was in May of this year, but that is
all I recall.
