Topic #2 - Beginner Packets

ASP has had two Group Consciences regarding providing Newcomer packets
to new members who request one. 

The first one (Motion #7) PASSED creating a program for accepting
requests, paying for the packets, and mailing them: 

MOTION #7 → PASSED

"It is moved that ASP send Newcomers Packets to new members that are -
new to ASP, new to Al-Anon and who request it.  Fulfillment expenses to
come out of the ASP treasury budget" 

Approximately $163.44 was spent on packets and postage along with
additional funds for mailing envelops as I recall. The chairperson of
this effort soon left ASP and we did not get our packets or postage
back. No further attempts were made to resurrect this effort. 

The second one (Motion #15) FAILED in its attempt to rescind Motion #7: 

MOTION #15 → FAILED

"I move that Motion #7 ("It is moved that ASP send Newcomers Packets to
new members that are - new to ASP, new to Al-Anon and who request it.
Fulfillment expenses to come out of the ASP treasury budget.") be
rescinded." 

So we are in the odd position of having an active GC which REQUIRES us
to offer [now Newcomer Booklets - the packets are no longer available;
the booklets contain all the same materials at the same price - $1.40
ea. + postage] to newcomers who request one, but our coffers, at current
donation rates, can not afford to. With the increase in newcomers we are
less and less able to support this currently inactive program.

(and please, our goal is to arrive at a motion which will clear up our
future direction regarding Motion #7, and not to be confused with other
newcomer topics or ideas): 

Are we going to offer Newcomer Booklets "to new members that are - new
to ASP, new to Al-Anon and who request it" at ASP's expense? 

The Newcomer Booklet topic is now open for discussion.
