I certainly understand what you experienced. Of course, part of that was
related to the leadership problems we were having at the time.
As for your question that you "wonder if they would be able to ask a
question of "someone" (who) regarding a topic, or would they have to attend
the regular Business Meeting to learn what is going on
My position is that any member with questions about the topic needs to
attend the Business Meeting and raise those questions then, not during some
private conversation.
The objective is to have a discussion DURING THE BUSINESS MEETING of an
issue that concerns our members. Querying the member requesting a topic for
the BM comes very close to politicking on the issue, and it would deny the
rest of the members the opportunity to hear what was said.
I'd suggest that anyone interested in a topic that is on the Agenda attend
the Business Meeting where they can ask questions that everyone gets to
hear, and that everyone gets to hear the answer to.
For example, I'll point out that I spoke up in the Steering Committee last
month to stop a discussion of a BM topic that got started in the Steering
Committee. The questions, answers, points of principle or fact need to be
raised in the Business Meeting where they are available to everyone, not
just a select few regardless of who the 'few' are.
As for minutes of the Business Meeting, the server maintains an archive of
the Business Meeting which is available to any member of ASP.

Hello Business Meeting People!
I think creation of a web page for Business Meeting topics is a positive
action.
When I served on the Steering Committee, I felt totally ineffective.
Suggested topics seemed to disappear into thin air as soon as they were
presented. I really had no clue what my function was on the Committee, and
instead of asking and clarifying, I admit I just drifted and waited to see
what was presented. As it turned out, nothing really was presented to the
Committee itself, although I learned too late that we actually were expected
to do "something."
Keeping current with specific topics as they are presented, will be easier
to determine who suggested what, when, and the point of view that brought
the matter up for discussion. With the choice to discuss or not discuss,
there will at least be a record that it was not ignored.
Whether or not ASP members choose to view the page, it would be there - open
for all to see. This does make me wonder if they would be able to ask a
question of "someone" (who) regarding a topic, or would they have to attend
the regular Business Meeting to learn what is going on.
Lastly, I should know the answer to this question, but if I did, I've
forgotten - are the Business Meeting minutes posted in a timely manner for
any/all ASP members to read if they choose?
