[Businessmtg] Topic chairs

I support giving the secretary leeway to choose newer members for daily
topic chairs when no one volunteers. Based on what I recall from the SC
emails, it isn't that someone with 3 days of experience in ASP is
volunteering, it's that someone with 5 months and 23 days is
volunteering (these are examples, not actuals).
