I have been reading the shares on this topic.  My sense is that the situation with a vacant chair position is rare.    Since I joined ASP, the current slate is the 4th that I have seen.  I have not seen any vacant days or anyone repeating a term.  

I believe the suggestions made in Jerry’s previous email are sound.   It seems a little bit like we may be trying to fix something that isn’t really broken.  Giving the secretary or acting-secretary some discretion if there are absolutely no volunteers who meet the current criteria seems reasonable and prudent.  

Educating our membership about service is also vital.  It has been addressed in a couple of topic meetings do far this term and I’m sure will be addressed again by other chairs.
