These are my thoughts.  I do not know the criteria or how other
countries/time zones are set up since I only participate and appreciate
where it is convenient for me in my time zone and language.

As far as geographic location is concerned, that seems restrictive to me.
OT:  I had been offered a position out of my geographic location as an ISR
rep in another state.  This happened during the pandemic.  I was
responsible for that that particular states ISR news.  And presenting the
report at my hybrid/ not hybrid meeting.  Not hybrid because I was the only
one offered to phone in after the meeting resumed to F2F.  I had found a
place to belong.  That was important to me, still is. Belong and be
accepted.

Two things happened.  One, it became awkward for me to down play the fact
that I was from out of state as an ISR.   What the GR suggested.   And two:
when I checked in with my sponsor, my sponsor said it was not appropriate
due to geographic limitations according to the service manual.  I
reluctantly gave up the position.  Yes, I should have checked with my
sponsor first, but didn’t.  The ISR meetings were on zoom.  The group now
is cycling thru all of the same members to meet service needs.  I was
willing, but the service manual said no.  Maybe geographical constraints
could be modified or at least redefined.  Another issue was that because I
was out of state, some of the information concerned archiving and people
began meeting in person to discuss them where the archives were located, in
that state.  The group did not seem to mind that I was out of state, but
maybe resentments would form because I was not able to be there........that
was my inner thinking’s.  Seems a little convoluted/not
convoluted............but it would seem the only way to change would be to
forge thru?  Maybe geographic is not the way to go......in this
case........idk......

It seems to me If someone wanted to attend a meeting electronically in a
different area due to time constraints, sleeping schedules, compatibility
of the meeting, language etc, that would be their choice and be allowed to
do that.   But to have a basic structure set up might be a good place to
start.

Also, am wondering, if GEA includes the metaverse, which is also 24/7 as is
online.......and has members who volunteer to build, design, upgrade and
maintain the ‘world’ so to speak.

Districting can be whatever it is established to be.  Could be by age
bracket, topic, etc...... But I think geography at this time is a
restrictive factor, unless that is what is established from a concensus.
Geographical seems to me, is for F2F.

A virtual district could also be established around one meeting.  That
could be considered a district.  Each established meeting is a district in
and of itself and has the full complement of officers.   Each zoom meeting
could be considered a district, etc.....
