Anne, thanks for all of your work on this. There is a lot to unravel across all these electronic formats, localities, and language possibilities.  I’m wondering if the next step would be to create a list of identifying characteristics for possible district types? Perhaps that could start with groups identifying what they are. For example, we seem to be a global, English language, email group. That might help with this sorting complex sorting task. 

Just my thought. I trust your judgment.
