This two part motion is perhaps better served up if divided as suggested.
However, putting the vote off until the next Business Meeting - when the membership makeup would no doubt be different - could be asking someone to cast a vote who had no part in the discussion. Also, with a new makeup we'd need to be sure we had a new consensus. Better we extend the meeting by the number of days necessary to complete what we started.

I chose the order in which I wrote them based on motion no. 7
chronologically came first. So it made sense to me to write that one
first. And add the newcomer link motion as our newest motion, #27.
And if this needs more tweaking and or thought we can always table it to
continue the next business meeting and vote then. So not to force a
solution, but another suggestion for input.
