I posted support for allowing the Steering committee to make unanimous recommendations of candidates on a case-by-case basis. After reading Jerry's thoughtful share, I want to emphasize that I see this as a temporary and/or possible last resort measure in the future.  I agree that evaluating qualifying periods and length of terms of service, then making thoughtful changes is the long-term solution to this issue.
