[Businessmtg] Steering committee approval

Hello all,

While I too agree a formal process is needed for the future, the THREE
members of the steering committee, two doing big double duty, are asking
for support sooner rather than later. I find it prudent to be sure the
meeting is protected. What if we lose another SC member? Do the remaining
too take on even more? Doesn't seem to follow the program tenets to me.

While I think 2/3rds vs. unanimous make sense, I hesitate making a change
and impeding the progress of a temporary measure.
