I didn't take the wording of the SC  "recommending" someone who doesn't
meet qualifications to the BM as promoting that person over someone who
does meet the qualifications. I think it simply means informing the BM that
said applicant had been screened by the SC, and approved by them  for
consideration by the BM. By informing the BM that someone didn't meet
requirements but had been screened and recommended for consideration,  we
(BM) would be able to weigh a decision between the person with less than
the minimum recommended experience and someone who has it (assuming someone
with the experience applied).

It seems like people are are reading nefarious intent into wording.  I
personally don't think that is the case.
