This is exactly what we mean.  

Currently, if someone does not meet the standard time in ASP and time in ASP
service requirements, they are disqualified from serving as an elected
officer on the Steering Committee, and their resume will not be presented to
the BM.

Under this motion, if a member volunteers who has not met the standard time
in ASP and time in ASP service requirements, then the SC would meet with
them, interview them, and vet them as a viable candidate.  Or not.  If the
SC decided unanimously to "recommend" that person to the BM that
recommendation would be no more than a recommendation that the BM consider
them.  This NOT the same thing as recommending that the BM elect them.

I didn't take the wording of the SC  "recommending" someone who doesn't meet
qualifications to the BM as promoting that person over someone who does meet
the qualifications. I think it simply means informing the BM that said
applicant had been screened by the SC, and approved by them  for
consideration by the BM. By informing the BM that someone didn't meet
requirements but had been screened and recommended for consideration,  we
(BM) would be able to weigh a decision between the person with less than the
minimum recommended experience and someone who has it (assuming someone with
the experience applied).

It seems like people are are reading nefarious intent into wording.  I
personally don't think that is the case.
