Hi - I have been involved in 2 different areas- 
 
At one area it was discussed with regard to paying for our Delegate to attend the International in Salt lake City - Even the delegate did not feel it was a good idea and preferred to pay her own way- However if the RSS was in our Region then the Delegates expenses were paid to attend it but only for the Region.  Some groups paid for their Group Reps or District Reps to attend different RSS'.  Which sounds like a good idea - However those that I was aware of who had their way paid by their groups spent more time sight-seeing etc.  

The last area where I lived had a Area convention - they would have raffles to raise money for the Convention. Often the raffle prizes would be tickets to the convention- sometimes individuals would purchase tickets and donate them to someone who didn't have the funds to buy them usually anonymously. 

Most of the areas that I am familiar with do  not usually pay even for a extra night for the Delegate to attend the conference - usually the delegate will stay at their own expense. It is sad to hear of a area where the Delegate would be so blaze about using area funds for their own  benefit. Some of the areas give the Delegate a love gift of funds for them to do something special at the World Service Conference. Most of the delegates would turn around and use this money to purchase something  for the area but they were certainly not expected to.
