Hi ASPers,
The ASP website is chock full of good info - necessary info - about ASP.
While it's a good idea for every member of ASP to browse the ASP site, it is
critically important for the elected trusted servants to study some key
pages, especially the page that describes their responsibilities and related
authorities.
That page is referenced to and part of Motion #4.
The name "Motion #4" is a bit of a misnomer as it isn't the 4th motion in
the history of ASP. However, it is the 4th motion during the transition from
my ownership of ASP to the members of ASP owning ASP.
Life at ASP was simpler when I was the List Owner for the first 10 years.
Then, in the Fall of 2005 I held a 6-month long business meeting to
transition both ownership and complete responsibility for the operation to
the members of ASP. During that transition, ASP reached a few very
significant group consciences. Key among them was Motion #4, passed on Feb
6, 2006. While we have other pages that refer to our elected trusted
servants in one way or another, it is Motion #4 that represents the most
recent group conscience regarding the functions of the Business Meeting,
Steering Committee and the elected trusted servants on the Steering
Committee.

* Motion #4 notes that the Business Meeting (Committee) is the group
conscience of ASP for all issues not specifically delegated to the Steering
Committee. Note that there is there are no issues delegated to the Steering
Committee other than administrative.
* Motion #4 describes the requirements for substantial unanimity as a
percentage of the "subscribed membership of the Business Meeting". In other
words, Abstentions and non-voters are counted as Nays.
* Motion #4 states that Steering Committee and the Treasurer are required
to report to the Business Meeting monthly. Well, we don't have monthly
meeting, so bi-monthly it must be.
* Motion #4 goes on to list the duties of the elected trusted servants,
such as stating that the List Administrator "Keep others on Steering
Committee thoroughly informed of all communication involving or representing
the Steering Committee" and the Web Master "Maintains ASP web sites".
