Thank you Mary for your input.

As a previous treasurer who was never able to open a bank account, never
able to write a check, or have signing privileges  without giving my own
SSN I think Mary has brought up some very valid points. I don't know what
the current issues are with the process, but it is also my opinion
the by-laws need to be clear and concise, but also needs to allow enough
wiggle room for the change in times and technology, without the need to
jump through hoops to do so.
