[Businessmtg] Discussion on Topic Chair service positions

Hi folks,
I need to remind everyone that we are in the KBDM phase of this discussion.
That means that there are no motions allowed.  What I am seeing is basically
a defacto motion with the wording all spelled out in quotation marks.  We
are supposed to be discussing ideas and concepts and that is not what I'm
seeing.  
So, please feel free to discuss the ideas and concepts of whatever issue is
on the floor, but avoid developing what appears to be the language of a
motion - that phase comes after we reach a consensus on the topic.
