[Businessmtg] Fwd: Point of Order - Consensus reached on all points mentioned in Chair's call for a motion?

Hi Jerry,
I'll address your issues one at a time. . .
1. You said the SC already puts out calls for volunteers. Actually, that
is not true. Historically, back in the pre-2006 era when I was the List
Owner, I would send out requests for volunteers to serve as Greeter Chair
and Secretary. And it was my practice to appoint the first person that
volunteered, unless they were new to ASP. Subsequently, we had more regular
Business Meetings, however it was hit or miss if the Secretary announced the
Business Meeting to the membership, much less included the agenda in the
announcement. Only in more recent years, has the Secretary announced
Business Meetings AND included the agenda of the Business Meeting. Even
then, most of the time the closest we got to recruiting volunteers were line
items in the Business Meeting agendas.
2. Vetting candidates as the SC sees fit. You don't seem to like that our
vetting of candidates would be done "as the SC sees fit". What we are
saying here is that the SC has autonomy to decide how it choses to implement
this. As always, the Business Meeting decides on policy, but not how policy
is implemented. Implementation decisions belong to the trusted servants
responsible for doing the implementation.
3. Vetting Part 2. Perhaps you are reading things into this that aren't
there. The 'vetting' by the SC is solely for the SC's decision whether the
SC will decide to recommend a candidate or not. This does nothing to
eliminate the candidate's resume from being submitted to the Business
Meeting. The Business Meeting would have just as much opportunity to review
the candidate's resume, ask the candidate questions, etc. as it does
currently. What the BM will NOT have is access to any details of the SC's
vetting of a candidate - that information is privileged and will remain
within the SC. In other words, the only thing we are suggesting is that the
SC be allowed to recruit, vet and recommend possible candidates for the SC
to the BM. NOTHING would be removed from the Business Meeting process for
electing members to the SC once the SC has recommended a candidate.
Note: it is not the responsibility of the Steering Committee to recruit ASP
members for service on the SC. Instead, it is the responsibly of the
members of ASP to fully support their meeting, and that includes by doing
service. The SC's suggestion to ALLOW the SC to recruit, vet, etc. does NOT
convey a responsibility or duty on the SC to do this, nor be successful. It
remains the responsibly of the members of ASP to fully support their
meeting; not just via the 7th Tradition, but also by doing service.
As for rushing things . . . I believe that the plan is to discuss this
motion for a week.
Hugs,
Steve

Sorry, Originally sent to the SC by accident, so resending to the BM. Could
be considered part of a discussion of the motion...

All,
Stated Steering Committee's recommendation:
* That the Steering Committee (SC) is authorized to solicit volunteers for
service on the SC,
Unnecessary. The SC already puts out calls for volunteers. No clarity on
whether volunteers standing for office with qualifications would supersede
any solicited by the SC. Opens the door for targeting specific candidates
who agree with the SC and rejecting candidates who may have disagreements
with them. Could result in "packing" the SC to obtain predetermined
outcomes.
* That the SC is responsible for interviewing and vetting said volunteers as
it sees fit,
Remove "as it sees fit." No consensus mentioned about a new minimum, or
statement regarding temporary or length of terms; guidelines on process.
Removes BM from reviewing resumes.
* That the SC may recommend candidates to the BM by unanimous vote of the
SC,
Consensus reached
* That candidates recommended by the SC may not meet ASP requirements for
prior membership or service,
Consensus reached
* That all other requirements and procedures involving the election of
officers by the members in the Business Meeting apply.
Check.
This note is rushed because I'm on the way out to a meeting. Can we hold
motions until more thought can be given to details so the language can be
worked into a motion?
Thanks,
Jerry
